Res. 14 by a 217–215 vote. The resolution would allow Republicans to pass a budget containing tax cuts while reducing federal spending. The resolution would also allow Congress to raise the debt limit by $4 trillion. In the attack, three civilians were killed and several others were wounded as the military attacked hospitals, churches, ambulances, and residential areas. FARC rebels were forced to flee the area and many were killed or wounded. The Colombian government claimed that this was a significant victory, while human rights groups claimed this was proof that "anti-narcotics" aid was actually just military aid being used to fight a leftist insurgency.
